On Monday The activities of the second part of “The Training on Strengthening the Capacity of National Population Councils and Committees in The Arab World/Results-based Management “organized by the Higher Population Council in cooperation with the Arab Council for Population and Development, which lasted three days began with the participation of the members of the Higher Population Council for development via visual connection technology “conference Video”.

 

Rania Al-Abbadi-Assistant Secretary-General of the Higher Population Council, in her opening statement on behalf Abla Amawi-Secretary General of the Council stressed that this session was part of the work of The Higher Population Council to transfer experiences and knowledge among countries with similar technical needs in order to consolidate Arab efforts to support population and development issues based on the manual "Strengthening the Capacity of National Councils and Committees of Government - Results-based Management" prepared by the Population Policy Department of The Arab Council for Population and Development in cooperation with The Higher Population Council.

 

Al-Abbadi implied that the two-phase training course seeks to foster a system of strategic planning through results-oriented management of national population councils and committees in the Arab world or in their governance to contribute to the development of a road map enabling them to prioritize population issues and focus on their energies and resources and ensuring that staff and officials work towards common goals  through a common agreement on desired outcomes, and assessing the adaptation of boards in their response to a changing environment.

 

 

 

 

Al-Abbadi stated that the training course would contribute to joint strategic planning within an integrated methodology of results-oriented management in population and development issues, which in turn will contribute to assisting the national population councils and committees of the Arab States or those who govern them in creating an overall framework for the next stages, and to improve the policy environment in order to harmonize national efforts by aiming at contributing to overall development and providing decision makers with well-founded policy proposals that integrate the population dimension and the characteristics of different population groups into development plans. The most important of these are currently crisis response plans to ensure comprehensive social protection for all segments of society, and to increase national commitment to the issues and dynamics of the population and their overlaps with economic and social development, reflecting on the improvement of the standard of living of the citizen.

 

Al-Abbadi added therefore, there was a need to adopt a proposed model for an integrated system of results-oriented strategic planning for national population councils and committees or those who governed them in order to transfer knowledge in order to unite Arab efforts in support of population and development issues and Providing technical support to Member countries to keep pace with international and regional development assisting councils and enhancing their capacity to develop and update national legislation, policies and strategies relevant to population issues and dynamics in line with international and regional developments through joint scientific planning based on proven scientific evidence.

 

Al-Abbadi demonstrated that the training course addresses a number of axis such as strategic planning objectives within results-oriented management in population and development issues, proposed strategic planning hub for national population boards and committees, strategic plan methodology for national population councils and committees - strategic planning and results-based management, preparation of the follow-up and evaluation mechanism and methodology for the strategy and building of the matrix of indicators, satisfaction with partners and clients of national population councils and committees, provide participants mechanisms for developing an electronic questionnaire form using (Google Form), Analysis using (SPSS), evaluation and revision criteria for the work of national councils and committees for population - innovation and creativity  Phase.

It should be noted that the first part of the training course was carried out during the period (15-17/6/2021).
